Highway staff based out of our Public Works building at 645 Tower Road, Enola maintain more than 84 miles of Township roads. Pavement maintenance includes a variety of activities ranging from minor pothole repair to base repair and overlay.
Most of the funding for highway activities comes from the Pennsylvania Liquid Fuels Tax Municipal Allocation Law, Act 655, dated June 1, 1956. This Act provides all municipalities other than counties with an annual allocation of Liquid Fuels Tax funds from the State’s Motor License Fund. PennDOT has regulatory authority for the administration of these funds.
The allocation of these funds to municipalities is based on the ratios of mileage and population of the municipality to the state totals, and the revenues must be used on the roads and streets for which the municipalities are legally responsible. That is, 50% of the funds are distributed based on a municipality’s proportion of local road mileage to the total local road mileage in the state, and 50% on the proportion of a municipality’s population to the total population of the state. If you notice any undesirable conditions in a roadway, please fill out a Request for Service so Township staff can review the situation and work towards a solution.
New or Reconstructed Driveways, Sidewalks and Curbs
Before building or reconstructing a driveway or service drive, property owners must apply for and be granted an approved Highway Occupancy Permit from the Township. The requirements and procedures can be found in section 22-511 of Chapter 22 of the Code of Ordinances and in the standard specifications.
Any property owner within the Township may construct, reconstruct or repair a sidewalk and/or curb in front of or along his property; provided, that such owner shall first get approval from the Township. The requirements and procedures can be found in Part 4 of Chapter 21 of the Code of Ordinances and in the standard specifications.
Township ordinances require any person, partnership, firm or corporation to apply for and be granted an approved highway occupancy permit BEFORE digging, cutting or otherwise opening any street or roadway within the Township. Permanent restoration shall be made and a maintenance bond in the amount of $1,000 shall be provided for corporate surety to guarantee the maintenance for a period of one year after the permitted work. Roadway Management Plan
The Township has been working with a consultant to create a comprehensive plan for the Township's public transportation network. The initial assessment of existing roadway conditions and a preliminary strategy to feasibly maintain the entire roadway system has been developed and provided to the Board of Commissioners for review. Each year the Township provides a list of highway construction and rebuilding projects to the PennDOT Bureau of Municipal Services for approval to use Liquid Fuels funds. Click here for a list of current projects.
