The Department of Housing and Community Development is responsible for matters related to engineering, planning, zoning and land use, subdivision and land development, codes enforcement, building inspection, rental property inspection, public health inspection, and oversees Public Works which includes Township highways, parks, and wastewater treatment facilities. The Department also administers and supports various advisory boards, including the Planning Commission, Zoning Hearing Board, Health Board, Environmental Advisory Council and Fire Board.

The Department of Housing and Community Development staff consists of a Director who serves as the Zoning Officer, an Engineer who serves as the Public Works Director, two Building Inspectors/Codes Enforcement Officers, one Health/Codes Enforcement Officer, one part-time Codes Enforcement Officer who deals primarily with Property Maintenance enforcement issues, a part-time Fire Marshall/Fire Administrator, and one support staff member, with the Township Solicitor for legal reviews. The staff is augmented by private agencies and engineering companies as needed. Subdivision and land development plans are also reviewed by the Tri-County Regional Planning Commission, which provides written comments and whose staff representatives attend Township meetings.

The Code Enforcement Officers deal with a myriad of issues including building and zoning permits, plan reviews, permit issuance, multiple stages and aspects of construction inspection, restaurant and food sanitation inspection, environmental health and sanitation issues, operational fire safety inspections, compliance investigation, rental property inspection and property maintenance violations and nuisance abatement.

Cumberland County Aids Home Rehabilition
  The County is offering deferred interest-free loans of up to $$ 17,500 for general repairs to a home, under the Owner Occupied Rehabilitation Program.
  If the total cost of repairs exceeds $ 17,500, the owner must pay the difference. The loan is due when the owner sells the property or if title to, or use of the property changes.
  Assistance under the program is given in the following order of preference: Low-income elderly and low-income disabled; other low-income owners; moderate income owners.

Sidewalk Repair Program
 The new County program provides grants to eligible homeowners who receive notice from their municipality that their sidewalk must be repaired or replaced. 
  Low income owners may be eligible for up to 100 percent of the cost, to a maximum of $ 2,000. Moderate income owners may qualify for a grant for 70 percent of costs up to maximum of $ 1,400
The grant does not have to be paid back.
