Per Capita (personal) tax bills If you’re over 18 years of age, it is your responsibility to make sure your name is on the East Pennsboro Township tax rolls. These tax bills will arrive on or about March 1st. If you do not receive a personal tax notice, please call the tax office at 901-9392.
If you’re over 70 years of age, the Township Commissioners exonerate you from paying the Municipal portion of this tax. You must complete the form enclosed with your bill asking for your birth date, signature. Return the form along with the Tax Office portion of the bill and your payment of $ 4.50, $ 5.00 or $ 5.50, depending on when you pay. You are only paying the County portion of the bill. Fulltime college students are exonerated by the Township Commissioners from paying the Municipal portion of the bill upon completion of the Student exoneration form. Form available online.

If you haven’t already done so, please be sure to check out the qualifications necessary to receive the rebate, you may be pleasantly surprised. Also, if you qualify for a property rebate, you are entitled to a 20% discount on your sanitation bill. You need to submit proof of your rebate to the sewer and sanitation billing office in Room 102. It will be necessary to supply a copy of your rebate check to the township. The Property Tax/Rent Rebate program benefits eligible residents 65 or older, widows and widowers age 50 and older, and people with disabilities age 18 and older.
The Property Tax/Rent Rebate is just one of many programs designed to assist older residents who live on modest incomes. There are programs that can help pay utility bills, Medicare Part B premiums, and prescription drugs. Aprise counselors can explain the requirements for this programs and help you apply. Property Tax and Rent Rebate Program The Property Tax and Rent Rebate Program has been extended through December 2008. If you are 65 years old or older with an income of $ 35,000 or less, including your Social Security Income, you my be eligible to receive money from the State Department of Revenue. For you convenience, Property Tax and Rent Rebate forms are available in the Tax Office or you may call the Department of Revenue forms ordering line at 1-800-362-2050 to have a form mailed to you. For questions concerning the Rebate program, please call 787-8201.

Real Estate Tax Bills If you are a Township property owner, you should be receiving your school Real Estate tax bill on or about July 1st. The bills are for the tax year July 1, 2008 to June 30, 2009. You will receive a 2% discount if the bill is paid in full by Aug 31. If you do not receive a bill, please call our office. If you have been approved for the Homestead/Farmstead Act, you bill will give you the option to make three equal payments. However, once you begin making payments you will not be eligible for a discount. Thos who are eligible and wish to use the installment plan must make their first payment by Aug 31.

Bill Payer Checks Bill payer checks have become a popular form of payment in the tax office. As convienent as this form is for residents, it can often times prevent timely posting of tax payments because the correct information is not provided. If you have been taking advantage of the free bill payer services that local banks, credit unions or online banking offer, please make sure that some type of identification appears in the memo section of the check. If you are paying your personal per capita bill, please use the bill number that appears in the upper right hand corner. When paying your real estate taxes, please use the bill number , again located in the upper right hand corner of the bill. If you prefer, you may also use the parcel number that begins with either 09 or 45 and appears on your real estate tax bill.
We have had to return many check because we have no idea what the resident is trying to pay because no reference has been been made. These numbers help to assure that your payment is posted as you’ve intended.

The Tax Assessor, Linda Leiser, would like to remind all landlords to comply with Ordinance 147-66. This Ordinance requires landlords to report the names of all tenants within 10 days of their occupancy.
It is also important that names of tenants moving out be reported as well. Report on Occupancy Status forms may be picked up at the Tax Office or by filling out the the Tax Roll Form (on the left), sign and send to the address below.
As a resident of Cumberland County, it is your responsibility to have your name on the Personal Tax Rolls. Personal Tax is authorized by the Local Tax Enabling Act and levied on all residents 18 years of age or older. If you are a new resident, it is the local Assessor’s responsibility to obtain the necessary information from you to add to the tax rolls.

Address Corrections & Winter Addresses If you would like to make a correction to your name or mailing address before next March’s tax bills go to print, please do so by submitting your changes in writing to the tax office. Mail them or drop them off at the office. This will to assure that you receive your bills in a timely manner.
If you maintain a winter address and would like to receive your tax bill somewhere other than your home address, please notify the tax office in writing. We ask that you do this each year, since we have no way of knowing if your plans change from year to year.

EMST Refunds If your annual income is less than $ 12,000, you may qualify for a refund from the West Shore Tax Bureau. For your convenience, Application for EMST Refund forms are available in the tax office or on the West Shore Wage Tax Bureau website: www.westab.org

OCCUPATION TAX The School District no longer levies the tax that was based on the title of your job. In its place you will pay 1.6% of earned income. In most cases, your employer will deduct this from your pay. Be sure to tell your personnel department that you live in East Pennsboro Township so that the revenue comes to our School District. CERTIFICATES OF RESIDENCY If you require a certificate of residency to attend HACC, the East Pennsboro School District Administration Office at 890 Valley Street is the office that can furnish this form. A phone call to 732-3601 would be appreciated.

On a more unpleasant note, I must advise you that there will be a $20.00 service charge for all returned checks. This is the amount charged by both the Township & the School District. It is a direct result of the fee charged to me by the bank for returned checks. Please make sure that you have money in the bank before giving me a check.
