COUNTY / TOWNSHIP REAL ESTATE AND PERSONAL TAXES
In the past, your tax bills have been mailed by my office.  This year, all tax bills, County wide, were mailed by Cumberland County and were mailed late.  We have no way of knowing whether or not you received your bill.  I’m sorry for confusion this may have caused you.

Do not send your Personal / Per Capita Tax notice to your mortgage company as instructed on the back of the Personal
/ Per Capita Bill.  This was printed on the Personal bills in error.  These bills should be paid by you.

East Pennsboro Township Commissioners exonerate those of you over 70 years of age, full time students and active military personnel from paying the Township/Municipal portion of the personal tax notice.  Please see directions below.

By law, you have 60 days to pay your bill at discount and 60 days to pay your bill at face value.  Because the tax bills were mailed late, the discount period has been extended to May 15th and Face per

siod have been extended to July 15th.  As always, the May 15th post mark will be accepted.

COUNTY / TOWNSHIP REAL ESTATE TAX BILLS
By now, property owners should have received a real estate tax bill for the County/Township 2010 year.  If you have not received a bill, please telephone the tax office so you can be provided a copy.  These bills are due at the discount figure shown and the May 15th postmark will be accepted.

PERSONAL TAXES
All East Pennsboro Township residents 18 years of age or older should have received a personal tax bill.  As a resident of Cumberland County, it is your responsibility to have your name on the personal tax rolls, which is authorized by the Local Tax Enabling Act and levied on all resident 18 years of age or older.  These bills are due at the discount amount of $ 9.80 through May 15th.  The May 15th post mark will be accepted.

PERSONAL TAXES FOR EAST PENNSBORO RESIDENTS OVER 70 YEARS OF AGE
If you are over 70 years of age (you pay the full amount the year your turn 70), the East Pennsboro Township Commissioners exonerate you from paying the Municipal portion of the bill.  However, you still pay the Cumberland County portion of the bill.  In other words, those of you over 70, will pay $ 4.90 if paid by May 15th, $ 5.00 if paid by July 15th and $ 5.50 after July 15th through the end of 2010.

As mentioned above, the tax bills were not mailed by my office and therefor will not include the form that you have had to sign for the exoneration from the Township portion of the Personal Tax Bill, just as you have in the past.  A copy of the form is available on line on this page.

PERSONAL TAXES FOR FULL TIME COLLEGE STUDENTS
Full time college students are exonerated by the East Pennsboro Township Commissioners from paying the East Pennsboro portion of the Personal Tax.  In order to received this exoneration, you must complete a student form.
 A copy of the form is available on line on this page.  Upon completion of this form will pay $ 4.90 if paid by May 15th, $ 5.00 if paid by July 15th and $ 5.50 after July 15th through the end of 2010.

PERSONAL TAXES FOR ACTIVE MILITARY
Active Military are exonerated by East Pennsboro Township Commissioners.  Please mark your affiliation directly on the tax collector portion of the bill and sign your name.  You will then
pay $ 4.90 if paid by May 15th, $ 5.00 if paid by July 15th and $ 5.50 after July 15th through the end of 2010.

If you are no longer considering East Pennsboro Township as your Domicile, please indicate your current address along with our request for me to remove your name from the East Pennsboro tax rolls.  By doing so, your name will be given to our assessor for removal from the tax rolls and no money will be due.

EAST PENNSBORO AREA SCHOOL DISTRICT TAXES
The 2010-11 East Pennsboro Area School District Tax bills should be received by all property owners on or about July 1st, 2010.  If you do not receive your bill by the middle of July, please call the tax office.  We have no way of knowing that you have not received your bill unless you let us know.

CERTIFICATES OF RESIDENCY
    
If you require a certificate of residency to attend HACC, the East Pennsboro School District Administration Office at 890 Valley Street is the office that can furnish this form.  A phone call to 732-3601 would be appreciated.
You must be on the tax rolls to obtain a certificate of residency

UNPAID TAXES
    
Please remember, by law I must return all unpaid tax bills to Cumberland County by the end of the year for collection.  At the time, additional charges will be added to the amount due.  Please be sure that you have paid you taxes or, if escrowed, to follow up with your mortgage company to verify that it has been paid in a timely manner.  Also, be sure $10 per capita bill is paid.  These small bills have significant additional fees added to them if not paid by the end of the year.

Address Corrections & Winter Addresses
If you would like to make a correction to your name or mailing address before next March’s tax bills go to print, please do so by submitting your changes in writing to the tax office.  Mail them or drop them off at the office.  This will to assure that you receive your bills in a timely manner.

If you maintain a winter address and would like to receive your tax bill somewhere other than your home address, please notify the tax office in writing.  We ask that you do this each year, since we have no way of knowing if your plans change from year to year.

EMST Refunds
If your annual income is less than $ 12,000, you may qualify for a refund from the West Shore Tax Bureau.  For your convenience, Application for EMST Refund forms are available in the tax office or on the West Shore Wage Tax Bureau website:

would like to remind all landlords to comply with Ordinance 147-66.  This Ordinance requires landlords to report the names of all tenants within 10 days of their occupancy. 

It is also important that names of tenants moving out be reported as well.  Report on Occupancy Status forms may be picked up at the Tax Office or  by  filling out the the Tax Roll Form (on the left), sign and send to the address below.

As a resident of Cumberland County, it is your responsibility to have your name on the Personal Tax Rolls. Personal Tax is authorized by the Local Tax Enabling Act and levied on all residents 18 years of age or older.
If you are a new resident, it is the local Assessor’s responsibility to obtain the necessary information from you to add to the tax rolls.

Bill Payer Checks
Bill payer checks have become a popular form of payment in the tax office.  As convienent as this form is for residents, it can often times prevent timely posting of tax payments because the correct information is not provided.
If you have been taking advantage of the free bill payer services that local banks, credit unions or online banking offer,  please make sure that some type of identification appears in the memo section of the check.  If you are paying your personal per capita bill, please use the bill number that appears in the upper right hand corner.  When paying your real estate taxes, please use the bill number , again located in the upper right hand corner of the bill.  If you prefer, you may also use the parcel number that begins with either 09 or 45 and appears on your real estate tax bill. 

We have had to return many check because we have no idea what the resident is trying to pay because no reference has been been made.  These numbers help to assure that your payment is posted as you’ve intended.

 On a more unpleasant note, I must advise you that there will be a $20.00 service charge for all returned checks.  This is the amount charged by both the Township & the School District.  It is a direct result of the fee charged to me by the bank for returned checks. Please make sure that you have money in the bank before giving me a check.
