REMINDER:
Quarterly sewer and trash bills are mailed to each property owner and business.

January 1        (1st Quarter)  - Due the first week in February
April 1                (2nd Quarter) - Due the first week of May
July 1                   (3rd Quarter)   - Due the first week of August
October 1        (4th Quarter)  - Due the the first week in Nov
Any bill not paid by the due date on the bill will be charged a 10% penalty and late notices will be mailed to let you know that your payment was not received. 

TRASH SERVICE CHANGED JANUARY 1st    4 BAGS or CANS
Township Commissioners, in an effort to control costs, have approved a new trash service, effective January 1, that changes from unlimited trash collection to a four-bag or four-can limit.  It also eliminates yard waste service by the trash/recyclables collector.  The Township will pick up yard waste, beginning

Under the new three year contract with Penn Waste of York, the 32 or 36 gallon bags or cans must weigh no more than 60 pounds each.  Residents may buy extra orange bags at $ 3.50 a bag if they exceed the four-bag limit.  Bags can be purchased at the Township Building or directly from Penn Waste, P.O. Box 3066, York  17402.  Bags can also be ordered on the Penn Waste website,  www.pennwaste.com
Penn Waste said that because it increased the items that could be recycled beginning last June, less trash has been generated in the Township.
Commissioners said the quarterly trash rate will remain at $ 46.50 a quarter this year.  The said four bids were received, and Penn Waste, which serviced the Township under the last contract, was the lowest responsible bidder.

Please be sure your Account Number is on any direct bank payment checks.
Example: (YOUNGM001), so that your payment is posted to the correct account.

If you qualify for and receive a rent rebate, you will also be eligible for a 20% discount on your trash bill.  You must supply a copy of your rebate check to be eligible for the discount.

PENN WASTE of York  has been the Townshp’s refuse/recycling hauler since 2004.

Based on Township Ordinance trash should not be placed out before 7:00pm the evening before your regularly scheduled pickup day and no later than 6:30am on the day of collection. 

Penn Waste has agreed to pick up one (1) bulk item a week under our contract.  This will replace the spring Clean-up collection that we have had in previous years. 

 

Bulk Items must be within the guidelines listed below:

ACCEPTABLE ITEMS
-  Appliances (freon free), Furniture, Plumbing fixtures, Toilets, Sinks
-  Carpet 48” maximum length rolled & tied
-  Mattresses & Box springs, Television sets
-  Car tires (must be off rims), Scrap metal maximum 48” length
-  Discarded lawnmowers must have gasoline and motor oil removed.

UNACCEPTABLE ITEMS
Paints, Stains, Chemicals and Liquids
-  Batteries, Automobile parts
-  Household Hazardous Waste, Tires on rims
-  Commercial / Industrial waste, Construction materials & debris
-  Drywall, Brick, Block
-  Treated Lumber, Roofing shingles, Ceiling tiles
-  Concrete, Doors, Windows

DUMP PERMITS

November - March - 1st Saturday of the month - 7am to 12 noon

To drop off items, residents must purchase a Disposal ticket at the Township Building Sewer and Sanitation Office room 102.
Guidelines
NO CONTRACTORS ARE PERMITTED
Pickup truck-sized loads ONLY

No shingles
Refrigerators and freezers must have their doors removed.
Paint cans must be dry and filled with cat litter or shredded paper to soak up the paint.
Building materials, concrete, stone or drywall are not accepted for Penn Waste of York curbside pickup,
but CAN BE TAKEN to the Township dumping facility at 750 S. Humer St.
PRICING
Tires   maximum 17.5in (without rims)  -  $ 5.00 each
Normal household items  - $ 10.00 each
Pickup truckload  - $ 45.00

Residents are allowed one bulk item with their trash (curbside pickup) each week. 

NEW YARD WASTE GUIDELINES
Due to the rising fuel costs and budgetary concerns, the Township will no longer be collecting roadside residential yard waste on a bi-weekly schedule.  Township residents are encouraged to drop off their residential yard wast at the Yard Waste Facility located at 750 S. Humer Street.

For residents unable to access the Yard Waste Facility, a roadside collection may be request by calling
717-909-5619.  All requests will be considered with 14 days of call placed.  For consideration all yard
waste must be bundled or contained in accordance with the Township requirements found on the
Recycling Page of this website.

The Township will issue permits to commercial landscapers for unlimited drop-off at the Yard Waste
Facility.  The annual permit fee is $200.00.  An application must be completed and payment made at the Township Building before the waste can be dropped off.

Tree trimmings, shrubbery and any other organic vegetation are considered yard wast and will be
accepted.

TRIM LIMBS and BRANCHES
Tree Limbs and branches must be at least nine feet above any Township sidewalk and 12 feet above any Township roadway to ensure the safety of walkers, motorists and emergency vehicles.

Property owners or occupants must also remove trees, shrubs and plant growth that interfere with safe pedestrian or vehicle passage on sidewalks and streets or obstruct any public street sign or traffic control device.

The township also prohibits all outdoor and open burning.

Residents who wish to dispose of tree limbs can get a dump permit from the Sewer and Sanitation Office in Room 102 of the Township Building.  More information is available by calling 732-0711.
